Procedure for withdrawing a published article

  1. General provisions

1.1. The withdrawal of the text of a published scientific article (retraction) is a mechanism for correcting published information and notifying readers that a published scientific article contains serious flaws or erroneous data that cannot be trusted. The unreliability of the data can be the result of both conscientious delusion and perceived violations.

1.2. Retraction is used to warn readers about cases of duplication of publications (when the author presents the same information in multiple publications), plagiarism, and hiding conflicts of interest that may have affected the interpretation of data or recommendations for its use.

1.3. The primary purpose of retraction is to correct the published information and ensure its integrity, not to punish the authors who committed the violation.

  1. Reasons and grounds for withdrawing the article

2.1. The grounds for article retraction are violations of the Ethical Rules of the Collection of Scientific Papers of the State Research Institute of Aviation.

2.2. The grounds fir article retraction include:

2.2.1. The presence of illegal borrowings in a significant amount;

2.2.2. Duplicate publication of the article in several publications;

2.2.3. Detection of fabrication or falsifications in the work (for example, falsification of research data);

2.2.4. Identification of serious errors in the work (for example, incorrect interpretation of the results), which calls into question the scientific value of the material;

2.2.5. Incorrect composition of authors (included persons who do not meet the criteria of authorship or who is worthy of being an author is absent);

2.2.6. Undisclosed conflict of interest (and other violations of publication ethnics);

2.2.7. Republishing the article without author’s consent;

2.2.8. Other violations of the Ethical Rules of the Collection of Scientific Papers of the State Research Institute of Aviation.

2.3. The reason for the withdrawal of the article is:

2.3.1. The author's request to retraction the article;

2.3.2. Submission of the editor-in-chief of the Collection of Scientific Papers of the State Research Institute of Aviation.

  1. Article retraction procedure

3.1. The decision to withdraw the article is made by the editorial board of the journal at the request of the editor-in-chief of the Collection of Scientific Papers of the State Research Institute of Aviation. The submission shall contain information on the existence of grounds for revocation of the article specified in these current rules. The decision to withdraw the article is made taking into account the answer of the author of the article, which justifies his position on the issue of withdrawing the article, provided that this answer is received.

3.2. If the author/author team considers it necessary to withdraw the article, they turn to the editors, explaining the reason for their decision in a reasoned manner. The editors respond to the authors and if there are grounds for retraction, they independently retract the text of the article.

3.3. If the editorial board decides to retract the article based on its own expertise or information received by the editorial board, the author is informed and the author is expected to provide his/her opinion on the validity of the editor-in-chief submission regarding the article retraction the article’s retraction. If the author or group of authors ignores the editorial board’s request, the board has the right to seek assistance from the Commission on Ethnics and Academic Integrity of the State Research Institute of Aviation, and/or proceed with retraction of the publication without considering the author’s opinion.

3.4. The decision to retract an article is formalized in the minutes of the meeting of the Editorial Board of the Collection of Scientific Papers of the State Research Institute of Aviation.

3.5. Once the decision to retract the article has been made, the editorial board indicates the reason for the retraction (in cases of plagiarism, with references to the sources of borrowing), as well as the retraction date. The article and its description remain on the scientific professional publication website as part of the corresponding issue, but a “RETRACTED” label and the retraction date are applied to the electronic text version. This label is added to the article and in the content of issue table as well.

3.6. The editor-in-chief of the Collection of Scientific Papers of the State Research Institute of Aviation shall send to the Commission on Ethics and Academic Integrity of the State Research Institute of Aviation the minutes of the meeting of the editorial board, which must include the meeting date, attendees list, expert evaluation results, reasoned decision, and completed form, which includes:

 full name of the author and the title of the article;

 title of the publication from which the text is being retracted;

 the article retraction initiator;

 the grounds for the retraction and the data the decision was made;

 a link to the webpage on the publication’s site where the retraction information is published;

 the article metadata and DOI;

 subject area of the article.

3.7. The author (lead author in case of collective authorship) is sent the minutes of the meeting of the editorial board of the Collection of Scientific Papers of the State Research Institute of Aviation with a statement justifying the reason for the withdrawal of the article.

3.8. Along with the decision to retract the article, the editorial board of the scientific trade journal may decide as well to impose a temporary ban on accepting future articles from the retracted publication author.
