Scientific and methodological approach to building a situation center to support decision-making in line with the Concept of developing state aviation of Ukraine

Abstract

The article substantiates the relevance of the development of a situational support center for the Concept of State Aviation Development of Ukraine and  analyzes the world experience of using situational centers to support decision-making in the aviation sector.

The scientific and methodological foundations of the construction of the situational support center of the Concept for the Development of State Aviation of Ukraine have been substantiated. A structural and functional model of the situation center has been proposed, which includes a three-level architecture, functional blocks (monitoring, analytics, forecasting, response, security, visualization) and information flows. The model is implemented in the form of a digital platform with geoanalytical modules, DSS components and scenario modeling.

The substantiation of the composition of key blocks on the basis of a systematic approach in the model of functioning of the situational support center of the Concept for the development of state aviation of Ukraine and the logic of their functioning as part of the situation center is proposed.

Modeling of typical scenarios of the functioning of the situation center has been carried out, which confirmed the effectiveness of the information and analytical system.

A SWOT analysis of the model of the situational support center of the Concept for the Development of State Aviation of Ukraine was carried out, which made it possible to systematically assess the strengths and weaknesses of this model, as well as to identify external opportunities and threats for its implementation.

A comparison with international analogues (NATO, ICAO, Eurocontrol) has been made and the prospects for the implementation of the Situation Support Center for the Concept for the Development of State Aviation of Ukraine have been outlined. The results of the study can be used to increase the resilience of Ukraine's aviation infrastructure in the face of crisis challenges.
