Prospects for the development of state aviation of Ukraine in the conditions of transformation of military-technical policy

The article considers the issues of the military-technical policy of Ukraine, its transformation in the conditions of modern global challenges, rapid political and economic changes and a significant level of uncertainty. The problem of the development of state aviation of Ukraine is considered as one of the elements of the formation and implementation of the state military-technical policy. The key trends in the use of state aviation in the conditions of the Russian-Ukrainian war are highlighted, the essence of the problem of the development of state aviation of Ukraine is formulated as the problem of maintaining its necessary capabilities in conditions of strict resource, time constraints and uncertainty. Based on the analysis of recent research and publications, the openness of the issue of theoretical substantiation of measures for the implementation of military-technical policy in the field of the development of state aviation of Ukraine is substantiated. The national significance of the problem of the development of state aviation of Ukraine is substantiated, the fundamental need for the implementation of long-term measures in this direction and the presence of a central executive body to which it is appropriate to entrust the function of the development of state aviation are justified. The expediency of assigning the organizational functions of the development of state aviation to the Ministry of Defense of Ukraine is substantiated. The necessity of developing the State Target Program for the Development of State Aviation of Ukraine as an instrument for implementing the state military-technical policy in the specified area is substantiated. An analysis of possible solutions to the problem of the development of state aviation of Ukraine is presented. The optimal scenario from the point of view of stability and pace of the renewal process is highlighted, when the renewal of the aviation fleet to Western models will allow to compensate for the loss of capabilities due to the irretrievable losses of Soviet-made aviation equipment. The content of the short-term, medium-term and long-term stages of the implementation of the State Target Program for the Development of State Aviation of Ukraine is considered. The expected results of the implementation of the specified State Target Program for the Development of State Aviation of Ukraine are given. It is proposed to consider the financial and economic justification of specific measures of the State Target Program for the Development of State Aviation of Ukraine as an appropriate direction of further research.
